1. Press D to reset you'r colors. Open up New Document 500x130. Fill it with WHITE

2. Get you'r Gradient Tool and choose the Circle Gradient and set Mode: Difference. Now go crazy until you have something liek this:

3. Duplicate Layer. Filter>Distort>Polar Coordinates. Polar to Rectangular

4. Duplicate Layer again. Filter>Distort>Twirl. Use these settings:
Angle: 150 degrees

5. Set the blending mode to Lighten.

6. Merge Down (CTRL+E). CTRL+U. Color it anything. I used these settings:
Hue: 196
Saturation: 45
Lightness: -23
