I've been taking some pictures outdoors with a digital camera lately. And all I do in photoshop with them is change the level-settings. You can make a huge difference there. Black&White photos is easy to change as well, just configure the contrast and intensity. But don't overdo it though, the result won't be any good at all =P. I use a standard 5 Mpx camera, it works damn good. You can take good pictures with any camera at all. I'ts the motive and lightsettings that makes the differens. So I think you should buy/rent/borrow a digital camera, find a really nice place to shoot and return home and finish them of in Photoshop =).
But it also depends what you want from your pictures as well. To get focus on just one single object with a standard digital camera is hard. Use one that you can zoom manually bu turning on the object etc etc.
