I think he means it looks uniform in that you just took some random layer with some cool shiz going on, and set it to Noise, in that drop-down menu where it says like "Overlay" and other shit. (God I haven't opened Photoshop in a few months... so confused myself)

So it looks like the computer did it, and not you. So it's more "mechanical" and not as fluid or natural looking.
