Few problems with adobe

Im having a few problems with Adobe Photoshop 7.0. PLEASE help me

1. Whenever I try to use my "Rectangular Marquee Tool" I use it then when I let go it is a oval.

2. When I use polgygon lasso tool for example it goes directly to the edge if I get to close. For example whenever I cut out some of the border for a sig border, I cant get real close to the edge or 'pops' to the edge it's self. This keeps me about a cm away (screen length) Which is REALLY gay. So please help me and thanks alot.

1. Make sure its on the rectangle marquee, not the sub-oval one. If it is, then try switching them around.

2. View > Snap (shortcut - ctrl+shift+; ) Disable that, and it won't snap.

Thanks alot im at school right now. Ill see if that fixes the Rectangle Marquee Tool when I get home. Thanks again.
