Its easy to do but not so easy to make it look good, I have to say thats probably the nicest one I've seen but it is pretty much just a rip of he pic isn't it?

basically you take a pic and use the vertical line tool to make a 1px selection vertically, you then press ctrl+C then ctrl+v to copy that selection. Then simply press ctrl+t and drag it left or right to make the pixel stretch.

You can hold shift and press the -> arrow key and it will strech it for you, or press cntl + T and then you can just transform the width and it will stretch it also. ALOT easier than copy & pasting 083482 times.
