open new document any size you want i used 600x500 use a TRANPARANT bg and choose Blue and black then
filter>render>clouds [Should have black Bg with blue clouds]

Filter>Brush strokes>ink outlines use settings 50 32 23 press ok

filter>stylize>Glowing edges settings 1 10 7 press ok

finneshed simple but effective frm here you can play around with it how you want you can choose sections and use them in sigs or anything but i like it as a full effect Bg looks like rain on a window Lol

sry ther is no images but photobucket are doing upgrades and i cannot upload images i dont think you need images as this is pretty simple but if you like i can put them in wen photobucket is up again??
