1. Open a new document, 600x700. Press D on your keyboard to reset your colors. Make sure your background color is WHITE

2. Filter>Render>Clouds.

3. Now get your Gradient Tool and choose Black, White / Linear Gradient / Mode: Difference. Go crazy with it at least 50 times

4. Create a new layer

5. Filter>Render>Clouds on the new layer

6. Set the blending mode to lighten

7. Now press CTRL+E to merge down

8. Filter>Blur>Radial Blur. Use these settings:

Amount: 100
Blur Method: Zoom
Quality: Best

9. Press CTRL+F to redo step 8

10. Filter>Artistic>Plastic Wrap. Use these settings:

Highlight Strength: 20
Detail: 15
Smoothness: 5

11. Image>Adjust>Brightness/Contrast. Use these settings:

Brightness: -23
Contrast: 12

12. Press CTRL+U and colorize, i used these settings:

Hue: 193
Saturation: 69
Lightness: +31

13. And your done!
