The Extract tool. you can use this for all sorts of things....
im going to use Kevin Cole from the turbo a.c.'s if you wanna follow along with the pics, its not necissisary but w/e.

1.Open the image you want to cut out:
Here
2. Press Ctrl+Alt+X to open the extract tool:
Here
3. Select the Zoom tool if you need to zoom in in order to get a close highlight on the thing you want to cut out.(too zoom out select the zoom tool and press Alt and click the image)
Here
4. Next select the Highlight tool.
Here
5. You can adjust the brush size, the highlight color and fill color.
Here
6. Outline the image you want with the highlighter.(use the erase tool to erase highlighed areas if you messup)
Here
7. If you need to move your image to continue Highlighting your image select the hand tool and click and drag till you are where you want to be.
Here
8. Once you have completely outlined the object you want to cut out select the Fill tool.
Here
9. click any where inside where you highlighted.
Here
10. click ok. you are left with some extra crap around the outsides like so:
Here
11. so grab your eraser tool and cut out the crap. just go erase anything that was left behind that you dont want.
Here
12. you are done.
Here
