No, because he was implying that his son still had the ability to talk. Being able to talk and being able to blow someone are two completely different things.

All you need is a mouth and lips to give someone a blowjob. But to talk, you need lungs, a tongue, vocal chords, and more. If they left out that kind of information, you probably wouldn't be able to tell what he was trying to say, because open-ends on jokes ruin the fun.
